Why PE Act is required in India ?

IMPORTANCE OF QULITY RELATED TO THE REQUIREMENT OF PROFESSIONAL ENGINEERS IN THE CONSTRUCTION INDUSTRY.

AIM: The aim of the paper is why professional engineers with and who believes firmly in continual professional development and integrity, ethics are required badly in the market to improve the present and existing practice of deployment of insufficient knowledge and inexperienced engineers in the field who not only mislead the management but also doing injustice to the field of engineering.

Standards: is it really required to set up standards across the field of engineering?. yes, it is very much required because different engineering graduates are obtaining their Degrees from Tier1 and Tier2 engineering college programs. As we are aware, As per Washington DC IEA, India entered in to agreement and signed it in 2014 clearly emphasizing the importance of the programs accredited by NBA that all the world is acknowledged the importance of NBA tier-1 accredited programs. Hence, here as far as India is concerned our standards are set for the first step.

Requirements of Professional engineers: a graduate preferably from tier-1 engineering college followed by a master degree from tier-1 or reputed colleges in relevant field and shall have minimum 5 years experience out of which 3 years shall be under an approved PE.A direct entry can also be made to highly qualified Phd holders and Post Graduates with minimum 20 years experience in relevant field. For others, NPET followed by an interview by prominent board irrespective of partiality can also be another way.

Importance of PE: 1) Standards are set. 2) Willing to learn and shall learn a minimum of 40 hours as decided by the board to be achieved every year on continual basis. The following are advantages 1) Improvement of knowledge with practical applications 4) self satisfaction 5) Commitment and responsibility to the society 5) owns ownership and pride in performing the job irrespective of partiality if any also because by learning and commitment, dedication develops and professionalism develops because he is bound to follow the ethics as he be answerable to the society and public and hence PE’s will be more cautions like doctors.

Present Trend: The present trend well, we have an organization in place but as far the quality comes, The PD or Project In Charge although responsible for it, nothing is in writing and no responsibility defined to the public and society, hence the ball will go quality department, Quality Department through the ball back to execution, hence at the of the day no body is willing to accept the responsibility, As a result the end users are the suffers because the ball moves in such away that, end user even can not understand the reality. For example In RERA defines the coverage of quality defects up to maximum of 5 years let us say, where as abroad till life time PE shall be held responsible. This makes all together difference.

Future Trend: Lot of innovations are coming day by day to make our lives easy and more comfortable. Perhaps, all the advanced technology is getting from countries like Europe, US , Japan, Australia, China, Singapore, etc.If we observe very typically, all these countries have PE system. Hence, It is a proven fact that it is working efficiently. So, In the Emerging trends India too require the PE system to confine and improve the quality system of construction.

Conclusion: Based on the above facts, A PE can efficiently design and deliver the projects in the defined time as he is bound to ethics and integrity and also being CPD and continual learning. Hence, Strongly Recommended all Indian Authorities to Support and Introduce PE system in India.
